De son nom vernaculaire Sahrij Swani, le bassin aux norias n’est en fait qu’une partie d’un grand ensemble qui se compose, en plus du bassin, d’une maison dite aux dix norias et de silos à grain. Il a été érigé à cinq cents mètres du palais royal par le sultan Mawlây Ismâ‘îl (r.1672-1727), en prévision de toute menace de siège ou de disette. Le bassin, accolé aux silos, était destiné à alimenter la ville en eau. Nous ignorons la date exacte de sa construction mais l’édifice a été élevé très probablement vers la fin du XVIIe siècle, d’après les récits historiques de l’époque qui décrivent la cité impériale comme une œuvre achevée.
Ce grand bassin assurait l’alimentation en eau des édifices et des équipements publics (mosquées, hammam, maisons, jardins, vergers…) ; sa propre adduction en eau était assurée grâce aux dix norias du bâtiment qui lui est contigu, par le biais d’un système de canalisations en terre. Étant donné son rôle stratégique pour l’autonomie de la ville, le bassin fut doté d’un système défensif constitué d’une haute muraille dont il ne subsiste aujourd’hui qu’un rempart isolé vers le sud-ouest, ainsi que les bases d’une épaisse muraille large de deux mètres.
Sa fonction de loisir, avancée par certains historiens, ne semble pas l’emporter sur sa fonction utilitaire. Mawlây Ismâ‘îl a souvent été comparé au roi français Louis XIV, et ses palais à celui de Versailles : le bassin de l’Agdal serait le jumeau de la pièce d’eau de Versailles. D’autres exemples maghrébins illustrent ce type d’édifice utilitaire, notamment les bassins des Aghlabides (al-fasqiyya) de Kairouan, le bassin de la Qal‘a des Banu Hammad (Algérie), et le bassin de la Ménara à Marrakech. Ce dernier demeure l’exemple le plus proche de Sahrij Swani, par sa forme, ses dimensions et sa situation dans l’Agdal. Si l’on admet d’après les témoignages historiques que le bassin de la Ménara, en plus de sa fonction de bassin d’irrigation, a été utilisé comme une piscine où s’entraînaient les soldats almohades en partance vers le Jihâd en Andalousie, il n’est pas tout à fait exclu que le grand bassin de Meknès ait servi de lieu de baignade pour le roi et son entourage, surtout pendant la période de canicule que connaît la ville pendant la saison estivale.
