L’église anglicane Saint Andrew est située dans l’espace vert compris entre la rue Sidi Bouabid et la rue d’Angleterre, en contrebas du site abritant le siège de la Délégation de la Culture et le musée d’art contemporain de Tanger (ancien consulat de Grande Bretagne). Elle fut construite en 1883, sur un terrain offert par le sultan Hassan I, afin d’édifier un lieu de culte aux résidents britanniques. Une partie du terrain a été réservée pour la création d’un cimetière qui jouxte l’église et abrite les sépultures de célèbres personnalités anglaises tel le fameux journaliste correspondant du Times, Walter Harris.
L’architecture et la décoration du bâtiment, inspirées du style arabo-islamique, témoignent de la présence d’ouvriers et d’artisans décorateurs marocains. Le clocher, édifié sur le modèle des minarets des mosquées marocaines, présente un plan carré orné à sa base de mosaïque de céramique et de motifs géométriques sculptés sur stuc. Les arcs des portes et des fenêtres sont en plein cintre ou brisé. L’auvent de la porte principale, simplement chaulée, est en bois garnis de consoles. À l’intérieur, des colonnes géminées en marbre séparent les nefs. L’accès au chœur se fait par le biais d’un arc outrepassé, surmonté d’un décor floral et encadré par un bandeau épigraphié en kufique, donnant un texte tiré de l’Évangile. Les plafonds sont revêtus de boiseries peintes et les toitures de tuiles vertes. La niche, située derrière l’autel, est décorée d’une dentelle de plâtre sculpté ornée de la devise des Nasrides de Grenade : « Il n’est d’autre vainqueur que Dieu ».
