La « citerne dos Caes », déclarée monument national en 1990, est considérée comme la pièce maîtresse du Musée Archéologique Municipal de Silves, lequel présente également de grandes collections de céramiques et de pièces liées à cet ouvrage, témoignage du génie hydraulique des bâtisseurs d’époque almohade (1130-1269) durant ce qui fut une brillante période de l’histoire de la ville.
Elle fut construite pour permettre l’approvisionnement en eau de l’enceinte fortifiée de la médina. On peut ainsi considérer que cette construction fait partie des structures défensives. Localisée dans la zone nord de la qasaba, dans l’enclave stratégique importante qu’était alors la coracha (qui comprenait également un pan de muraille et une tour albarrane) à côté de la Porte de Almedina ou de Loulé. Elle récoltait les eaux pluviales des toits des maisons voisines. Une de ses fonctions principales était de fournir, à partir de la médina, de l’eau au hammam adjacent, ce grâce à un ensemble de circuits d’irrigation la reliant au fleuve Arade par une canalisation, un barrage et un moulin.
Le matériau utilisé pour la construction est principalement le grès de la région de Silves, caractérisé par sa couleur rouge. Les blocs de presque cinquante centimètres de côté sont toujours réguliers, quasiment identiques à ceux du reste des constructions almohades de la ville (murailles, tours, etc…).
La citerne est couverte par des voûtes reposant sur une demi-douzaine de piliers centraux à fûts carrés. On accède au puits par un escalier hélicoïdal adossé à l’un des murs, couvert par une voûte semi-circulaire, desservant 4 étages. Chaque étage communique avec le puits par une fenêtre, ce qui permettait d’accéder à l’eau quel que soit son niveau. Le puits, de forme circulaire, a un diamètre de 2,45 mètres et une hauteur de plus de 16 mètres, même si des fouilles ont révélé qu’il avait pu être encore plus profond. L’eau semble provenir d’une nappe phréatique.
La grande maîtrise avec laquelle a été construite cette citerne prouve à quel point l’ingénierie hydraulique islamique, héritière des connaissances de l’Antiquité romaine, s’était développée. Même si cette citerne était de loin la plus grande de la ville, il existait en divers endroits de la médina de nombreux ouvrages similaires, de moindre taille, qui assuraient également l’approvisionnement en eau.
On peut faire le lien entre cette construction et d’autres de la même époque et du même style, par exemple l’Aljibe du Palacio de las Veletas à Caceres, en Estramadure. Tous ces ouvrages reflètent la splendeur d’une époque et l’hégémonie architecturale qui existait sous les Almohades sur le territoire d’al-Garb[1].
