L'intrados est décoré d'une belle inscription en écriture thoulouth en arabe et en turc.
"Dieu a choisi un seigneur dans notre temps pour faire des bienfaits et délier les attaches des nécessiteux : l'honneur du temps, le dey Youssef qui voit, en dépensant les finances, son bénéfice de commerce. Il a fait couler les eaux de tous côtés en attendant comme, récompense de s'abreuver au fleuve El-Kawthari ; le débit public est à lui regardez sa beauté ! Grâce à lui Bizerte est devenue agréable au contemplateur
Bois, ô assoiffé, de cette source délicieuse dont l'eau limpide est comme sucrée! Quelle belle fontaine dont la date se résume ainsi : nous a crée la fontaine le chef des soldats".
- Restauration :
La fontaine fut restaurée au cours des années 1990 et quelques fenêtres donnant sur la façade furent condamnées.
Cette fontaine publique, de belle allure, constitue un joyau architectural rayonnant sur toute la place publique donnant sur le vieux port et sur plusieurs rues et ruelles de la médina de Bizerte. Cette fontaine se distingue par son très joli arc en claveaux de marbre alternés noirs et blancs, coiffé d'un rebord de tuiles rondes, de couleur verte. Cet arc, légèrement en saillie, est inscrit dans un rectangle en relief délimité par deux colonnes en marbre à chapiteaux taillés en lobes, offrant une série inépuisable de perspectives.
Cette fontaine était autrefois alimentée d'eau à partir d'une noria actionnée par un animal donnant à la place un air de grande gaieté et de fraîcheur, provoqué par le bruissement de l'eau qui courait dans les chapelets de godets en poterie.
Ces fontaines publiques étaient répandues partout dans le monde musulman. Eles étaient l'œuvre de bienfaiteurs et étaient gérées par les administrateurs des habous et des wakf.
