Avec la Giralda, la Tour de l’Or et le Real Alcazar, ces arsenaux constituent le patrimoine architectural le plus ancien de Séville.
Leur construction débuta la même année que celle du minaret de la Giralda. L’emplacement choisi correspondait peut-être à celui d’autres arsenaux datant du IXe siècle. Depuis la prise de Séville au XIIIe siècle, les réalisations sévillanes sont commanditées par le roi Alfonso X, qui en 1252 s’attribue la construction comme le figure dans une prière sur la pierre tombale conservée à l’Hôpital de la Charité (situé dans une partie des arsenaux).
Appuyés contre la muraille almohade reliant les tours de l’or et de l’argent, ces arsenaux furent édifiés hors des murailles, permettant un accès direct au fleuve (aujourd’hui disparu) facilitant ainsi les allées et venues des bateaux.
Destiné à la construction des bateaux ainsi qu’à l’entrée et à la sortie de ceux-ci par le Guadalquivir, ils constituèrent un élément socio-économique et culturel primordial de la ville. Il furent le point de départ du développement de la marine castillane alors naissante qui, plus tard, avec la découverte de l’Amérique, devint l’acteur d’événements extraordinaires qui firent de Séville le port espagnol le plus tourné vers l’Amérique.
Cet édifice gothico-mudéjar, comprenant dix-sept nefs séparées par des arcades ogivales et couvertes par des voûtes gotiques en brique, est disposé perpendiculairement au fleuve. D’une grande sobriété de formes, il constitue un témoignage frappant de l’influence almohade sur l’architecture médiévale de Séville.
Ses plafonds étaient probablement en bois et ses toitures couvertes de tuiles accusaient une forme analogue à celles de la mosquée de Séville. Aujourd’hui, seules sept des dix-sept nefs originelles sont conservées.
u XVIe siècle, une partie de l’édifice fut modifiée pour accueillir la Grande Douane, où étaient contrôlées toutes les marchandises en provenance d’Amérique et où étaient encaissés les tributs correspondant. A la même époque, on installa dans une partie des nefs la Confrérie de la Charité destinée à offrir un enterrement aux noyés et aux suppliciés. Par la suite, les arsenaux servirent à de multiples usages comme entrepôt d’artillerie, de véhicules, etc.
Depuis 1993, les arsenaux sont la propriété regionale de la Junta d’Andalousie, qui depuis lors y a réalisé diverses réhabilitations, menées de pair avec l’organisation de plusieurs événements culturels. Actuellement, un important projet à l’étude vise à reconvertir le lieu en un musée permanent qui mettrait en valeur les relations historiques entre l’Espagne et l’Amérique.
