Au début des conquêtes, les musulmans continuèrent d’employer les monnaies qui avaient cours dans les régions qu’ils venaient de soumettre. Ainsi, pendant plusieurs décennies, après leur capture d’une partie du territoire byzantin où la frappe de l’or dominait, et de la Perse, zone dominée par la drachme d’argent, ils adoptèrent la frappe d’un dinar d’or et d’un dirham d’argent. Ce monnayage fut complété par la frappe de pièces en cuivre, imitant les follis byzantins et appelées fulûs. Ces monnaies imitaient fidèlement leurs modèles byzantins ou perses. Le calife est représenté soit comme l’empereur Héraclius, dans une iconographie proche de celle du Christ – mêmes attributs, notamment le globe crucifère – soit à l’image du souverain sassanide. Cependant, l’empreinte de l’islam est déjà présente sous la forme de légendes en arabe affirmant la suprématie de la nouvelle religion, l’unicité de Dieu et la reconnaissance de Muhammad comme prophète.
Les monnaies du début de la dynastie omeyyade sont peu abondantes car beaucoup de pièces ont été refondues. Celles qui ont été conservées constituent un reflet fidèle de l’évolution politique et administrative du VIIe siècle dans le monde musulman. C’est en 697 que le calife ‘Abd al-Malik (r. 685-705) entreprit des réformes administratives dont une réforme monétaire. La frappe de nouvelles monnaies s’inscrivait dans la volonté d’arabisation. Les représentations figurées disparurent pour céder la place, à l’avers, à la profession de foi musulmane (al-shahâda) et à des formules coraniques, et au revers, au lieu, à la date de la frappe et au nom du souverain. Ces changements témoignent de la puissance du calife omeyyade et de l’islam, constituant un élément d’unité et de cohésion au sein de la communauté musulmane.
La monnaie en bronze porte sur son avers les figures de l’empereur byzantin Héraclius et de son fils couronnés et portant le sceptre ; une croix est placée entre eux. Sur le revers se trouve la lettre M surmontée par une croix. Le mot Héliopolis, écrit en lettres grecques, apparaît sur le pourtour de la monnaie et le mot Ba’albak en lettres arabes est inscrit en exergue.
Les premières monnaies omeyyades frappées à Baalbek revêtent une importance certaine car elles indiquent que c’est au VIIe siècle que le nom millénaire d’Héliopolis fut abandonné au profit du vocable sémitique de Ba’albak. La source arabe écrite la plus ancienne qui cite ce nom ne remonte en effet qu’au IXe siècle.
